Issue of Kashiwazaki official news (‘Ko-ho Kashiwazaki’)

It carries information about city government, various events, as well as the information connected with daily life. It is handed out to you by your neighborhood association (Chonaikai) on 5th and 20th every month.

Birth registration : Within 14 days after birth
Death registration : Within 7 days after death of your relative
Moving-in registration : Within 14 days after moving into Kashiwazaki
Change of residence registration : Within 14 days after change of your residence
Moving-out registration : No registration is required in Kashiwazaki city. However, it is necessary to register at the city of your new address (within 14days after your change of your residence).
Seal registration (Inkan Toroku)
A registered seal (Jitsuin) and seal registration certificate (Inkan toroku shomeisho) are necessary when you buy land, houses, and automobiles.
A person of 15 years and over who is registered as a resident or alien resident in Kashiwazaki can register the seal.
Bring the seal you wish to register, alien registration card and an official certificate that has a photo of your face, such as driver’s license.
Alien registration (Gaikokujin Toroku)
Foreign nationals who plan to live in Japan for more then 90 days are required to register at the City Hall.
New registration: Within 90 days after the entry When a child is born, within 60 days after the birth
Changes of registration: Within 14 days after changes occur with your registration information (period of stay, status of residence, address, occupation, etc.)
Renewal of registration: This must occur after issue within 30 days after the expiration date (usually 5 years) of your alien registration card (Gaikokujin toroku shomeisho)

Putting out Garbage and Recyclables

Take your garbage to the pick-up site on the designated collection days.
Burnable garbage: Tue., Thur., Sat.
Other garbage and recyclables: Collection days are designated by each neighborhood associations(Chonai kai). For more information, see the ‘Recyclables and Garbage collection calendar’(Shigenbutsu Gomi shushu karenda) which is handed out to each household.

A house with non-flush toilets (Kumitori toire) requires periodic pumping out of waste. Please apply at the Clean Center.
To Dog owners

Take your dog for a walk every morning and evening to reduce frustration.
Don’t let your dog run loose. When you keep a dog, registration is required.
Pet dogs should be vaccinated against rabies once a year.
Public housing

We rent public houses cheaply to those who are having difficulty getting houses and with lower income. In order to apply, there are several conditions that must be met conditions such as household monthly income less than 200,000yen We accept applications at the beginning of the month, and select the occupants depending on the degree of their difficulties.

Medical bill subsidies for pregnant mother

When pregnant mothers have prenatal treatment using their health insuranse card, part of the medical bill is subsidized. Application for a certificate of medical bill recipient is needed in advance. It will be given to you with a maternity record book (Boshi kenko techo) when you register.
Subsidies for pediatric medical fees

Medical bills for babies (under 1 year old) and infants (1year - before school age) are subsidized. After registering the child’s birth, please come to the Nursery Section (Kodomo ka) with your maternity record book (Boshi kenko techo), health insurance card, and your seal. An application form will be sent to you a year after their birth.

When National Health Insurance members deliver babies, they are awarded 350,000 yen. Apply for this lump sum allowance’ when you hand in your child’s birth registration tat the Citizen Services Section (Shimin ka).

Individual vaccination: Vaccination tickets will be sent to you at proper time, so please make an appointment for vaccination at medical institutions delegated by Kashiwazaki City.
After-school Pupil’s Club (Jido kurabu)

Pupil’s Club staffs look after children in the lower grades (1st-3rd) whose parents or guardians are not home during after-school hours. Apply at the Nersery Section (Kodomo ka) or at each Pupil’s Club (Jido kurabu).

Day nursery staff look after babies and infants who cannot be cared for at home in the daytime as a result of both parents working,etc. Applications for new infants are accepted in October at each nursery and the Nursery Section. Nurseries with openings can accept new infants at any time.

It is educational institution for infants of 3 year and over.
Kashiwazaki has five kindergartens. For admission, apply at each kindergarten.
Temporary infants care(Ichiji hoiku) → Nursery Section Tel 21-2233
These day nurseries take care of infants temporarily when their parents cannot look after them because of injury, illness or ceremonial occasion,etc.
Holiday infants care(Kyujitsu hoiku) → Nursery Section Tel 21-2233
We look after infants who cannot be cared for at home because of parents’work on Sunday, national holiday, at the end of the year and beginning of the year (except Jan.1).
Short time child keeping (Ichiji azukari) → Chibikko-kan Tel 32-5010
Please use Chibikko-kan when you want your children kept for a short time in order to go shopping, to the hospital, to lessons, etc. Apply at Chibikko-kan on the phone by the day before needed.

We take care of children enrolled in day nursery, kindergarten and elementary school when they are convalescent\ing and are unable to take part in normal school activities. User registration is required in advance.
Entrance into elementary and junior high school

A Notification of School Enrollment is sent in January to parents and guardians of children expected to enter elementary and junior high school.

Transference
When pupils and junior high school students transfer to another school, some transfer procedures are needed.

Each house has one receiver lent by Kashiwazaki City. The receiver is available only within the city. If you move within the city, please leave the receiver at your former residence.

Preparation for Earthquake
- Secure furniture with braces to keep them from falling.
- Don’t put burnable things near fire.
- Check and repair window panes, cement block or stone walls,etc.
- Understand the condition of your house and land to resist earthquake damage.
- Prepare a fire extinguisher and an emergency kit.
- Have a family meeting and decide how to act in case of earthquake.

Nuclear disaster prevention

Rigid safety measures are taken for nuclear power plant. But in case of emergency we will let you know information by all means of possible such as by public broadcast. Stay calm and follow the instructions given.
■Indoor shelter
Go inside and wash your face and hands carefully.
Close all doors and windows. Turn off all ventilators and air conditioners to shut out the air outside.
Put all food in containers and seal or wrap them.
Stay calm and wait until new information or instructions are given on public broadcast (‘Ko-ho Kashiwazaki si’).
■Concrete indoor shelter / Evacuation
Follow the instructions of city officials, firemen and police officers, and behave calmly.
Take only minimum things and walk to the indicated site.
